D-Wave, Rigetti and Quantinuum Every Secure $100M in CHIPS Act Funding as U.S. Takes Equity Stakes

D-Wave Quantum, Rigetti Computing and Quantinuum have each finalized agreements worth $100 million with the U.S. Department of Commerce under the CHIPS and Science Act. In exchange for the funding, the U.S. government will receive minority equity stakes in all three quantum-computing companies.

The $300 million package is intended to support research, development and domestic manufacturing rather than commercial contracts. The funds will help the companies address the technical challenges involved in scaling quantum systems, while also supporting U.S. production capacity and supply chains for the sector.

Quantum stocks rise despite broader market losses

The funding news lifted quantum-computing shares during Tuesday’s session. D-Wave gained 6.57%, Rigetti rose 4.01% and Quantinuum advanced 1.65%. Quantum Computing Inc., which was not named as a recipient of the funding, climbed 2.62%.

The gains came as major U.S. indexes moved lower. The S&P 500 fell 0.58%, while the Nasdaq declined 0.12% on the same day, suggesting that investors viewed the government support as a positive signal for the quantum-computing industry.

D-Wave CEO Dr. Alan Baratz said the award would help the company bring more powerful quantum systems to market and strengthen the wider U.S. quantum supply chain.

IonQ raises 2026 revenue forecast

IonQ announced separate developments on the same day. At its September 8 Investor Day, the company raised its full-year 2026 revenue guidance to between $450 million and $460 million, up from its previous forecast of $280 million to $290 million.

The updated outlook includes revenue from SkyWater Technology, which IonQ acquired, for the period covering July 31 through the end of 2026. IonQ also introduced Superion 256, its sixth-generation quantum-computing platform. The company said the first integrated 256-qubit processors have already been built at SkyWater and that customer orders are now open, with deliveries planned for 2027.

Despite the latest rally, the group has faced a difficult year. D-Wave and Rigetti remain more than 25% below their January levels, while Quantinuum is down about 12% from its June IPO price.

Investors will now be watching whether the government-backed projects translate into measurable technical progress and commercial growth. For IonQ, attention will center on whether it can deliver its much higher revenue target while maintaining margins.
